Facility Point

The EUSAIR Facility Point Strategic Project has been conceived as an instrument to promote and facilitate the implementation of the EUSAIR. The main responsibilities are related to providing operational support to the governance structures of the EUSAIR.

The project is implemented and financed under the priority axis 4 of the INTERREG V B ADRION – Adriatic-Ionian Transnational Cooperation Programme 2014-2020. For its operation, a total amount of 11.5 million EUR has been dedicated for the period from May 2016 to December 2022 and prolonged until 31 October 2023.

In terms of European territorial cooperation, the EUSAIR Facility Point is as a partnership of project partners from all of the eight EUSAIR participating countries.

The lead partner role is entrusted to the Ministry of Cohesion and Regional Development of the Republic of Slovenia which coordinates the ministries, one regional and one local authority from Albania, Bosnia and Herzegovina, Montenegro, Greece, Croatia, Italy, Serbia and Slovenia. Together they form a partnership of strategic project. Check partner’s contact in your country.

  • 4 Thematic Steering Groups (TSGs), involving ten countries of the Adriatic-Ionian region.

6th EUSAIR Governing Board meeting
Agenda of Governing Board meeting, which will take place at 26th and 27th of October 2017, includes inter alia amendments to the Governing Board’s Rules of Procedures, presentation of the Programme of the Italian EUSAIR Chairmanship and European Parliament’ fund to support the implementation of the EUSAIR, dialogue with ESIF/IPA EU Programme Authorities, EUSAIR Facility Point and Facility Point Plus. Before its beginning, three other side events will take place. Adrion Monitoring Committee members meeting in the morning on 25th of October 2017, a 3rd Joint meeting between EUSAIR Pillar Coordinators and the Adrion Monitoring Committee with the purpose of preparation of the 2nd (targeted) Call for Proposal of the Adrion Programme in the afternoon, and Technical meeting of EUSAIR Pillar Coordinators in the morning on 26th of October 2017.

Mediterranean Coast and EU Macro-regional Strategies Week
During Mediterranean Coast and Macro-regional Week meeting of Facility Point Project partners and Inter-pillar meeting between Thematic Steering Group 1 and 3 were convened and EU Macro-regional Strategies Conference on Media and Communication - Know Thy Neighbour was organized between 20th – 22st of September 2017. The conference brought together media people, practicians, academia, general public and interested stakeholders from the four EU macro-regional strategies (Baltic, Danube, Adriatic-Ionian and Alpine) to discuss how to improve the visibility of macro-regional strategies in the public sphere and how to strengthen the media support to macro-regional endeavours.

2nd meeting of the strategic project Facility Point – Steering Group
The meeting was convened with the purpose of exchanging information on current project activities, setting an Activity Plan 2/2 2017 and 2018, and meeting an agreement on cooperation within the partnership and with Thematic Steering Groups on common issues and Work packages. Lead Partner presented the successfully transmitted Application Form from 3rd of May 2017, therefore the submission of Partnership Agreement and the template of Subsidy Contract is expected in the near future. The Project partners exchanged information about financial aspects of the project and agreed upon the focus of a strategic project, which should be put on processes development rather than specific projects.

2nd EUSAIR Forum
The 2nd EUSAIR Forum was jointly organized by the European Commission and the Hellenic Republic. Around 600 participants representing national, regional and local administrations as well as a wide range of stakeholders from academia to the business sector and civil society of the eight participating countries, gathered to discuss the progress achieved so far and the way forward. It had an overall focus on Blue Growth, as one of the thematic pillars of the EUSAIR, and its interconnections with the other three thematic pillars: connectivity, environment and tourism.

Kick-off (1st) meeting of the strategic project Facility Point
Representative of the Lead partner of the strategic project EUSAIR Facility Point has presented the process of the strategic project approval, division of the roles and responsibilities between the Lead partner, Project partner, pillar coordinator, project partner coordinator and pillar thematic expert, and the foreseen developments of the Website and Stakeholders platform. The discussion of participants addressed drafts of the Partnership Agreement and Rules of Procedure of the Facility Point Project Steering Group, and exposed the importance of financial dialogue. At the next Governing Board meeting a presentation of project’s Visual Identity and final Communication Strategy is foreseen, since the decision of its amendments was made at the kick-off meeting.

2nd partner meeting of the strategic project
Objectives of the meeting included update on recent activities, project draft (management structure, work plan, budget draft), partnership challenges and proposed solutions, estimation of project target groups, sustainability of project outcomes, with planning further steps at the end. Participants agreed on a preparation of 2nd draft application form.

Governing Board meeting, which took place at 24th of February 2016, included presentation of the Facility Point concept and following discussion. A day before, on 23rd of February 2016, two other side events took place. Agenda of the meeting of representatives of European Commission, Lead partner and Managing authority included timeline, partnership and project concept. Thematic Steering Groups Technical meeting on the other hand performed interviews with Pillar Coordinators.

2nd EUSAIR Governing Board meeting
The Commission has completed a written procedure for identifying project partners and choosing between two offered project implementation options (i.e., a one-column or multistage model). Two partner countries have not yet appointed their project partners (Croatia and Serbia – the last one has appointed two potential institutions, which could exercise the role of a project partner). In January 2016 Olga Abram became Facility Point manager in the role of a Lead partner. In order to prepare the application for the strategic project, the company Nov'na razvoj was selected as technical assistance (14th of January 2016).

1st EUSAIR Governing Board meeting
Following the adoption of the EU Strategy for the Adriatic and Ionian Region (EUSAIR) by the European Council in October last year, the EUSAIR Governing Board held its first meeting. Main points in the agenda were the preparation of the kick-off meetings of the Thematic Steering Groups per pillar, a discussion on the general criteria for the identification and prioritization of actions/projects, and the setting up of a Facility Point for the support to the implementation of the Strategy.

Work packages

EUSAIR Facility Point partners are responsible for the implementation of work packages, through which they jointly contribute to the implementation of the Strategy. Each workpackage has a responsible work package leader, chosen among the eight participating countries.

WP M
Management
This work package is dedicated to the overall management of the strategic project. Coordinating role is entrusted to the lead partner who guides the project partner. Decissions within the partnership are taken jointly, the progress is monitored through internal evaluation.

The objective of this work package is to provide the key implementers - members of the Governing Board and Thematic Steering Groups - with the administrative and operational support in their coordination and implementation functions when executing the Action Plan and the objectives of the Strategy.

Facilitating strategic project development and financial dialogue
Aim of this workpackage is to support the members of Thematic Steeting Groups in developing project ideas into mature strategic project concepts/proposals embedded in transnational and cross sectoral contexts, including the pooling of funds and coordinating the financial dialogue meetings between the EUSAIR key implementers, managing authorities of EU structural funds and financial institutions.

Building capacities for monitoring and evaluation of EUSAIR
The purpose of this work package is to provide analytical documents, expertise and research studies to the EUSAIR key implementers in order to assist them in establishing a territorial knowledge base, in developing a framework for monitoring and evaluation and in capscity building activities for public administrations and other stakeholders to monitor, evaluate and revise the EUSAIR Strategy and its Action Plan.

Developing and managing the EUSAIR Stakeholder platform
Through Stakeholder Platform the stakeholders, project beneficiaries and interested public will have the opportunity to interact and cooperate with the EUSAIR key implementers on issues concering the Adriatic-Ionian Region. The Stakeholder Platform will actively facilitate this dialogue.
