GPP2ADRION’S Capacity Building Training Programme on GPP
The European project GPP2ADRION aims to strengthen knowledge, awareness, and institutional capacity on Green Public Procurement (GPP) in the ADRION macroregional area, with the objective of improving the effective implementation of sustainable public procurement practices. Through a structured and transnational approach, the project seeks to support public administrations and relevant stakeholders in overcoming key challenges, addressing existing gaps, and seizing new opportunities to integrate environmental criteria into procurement processes.
The project’s main activities include mapping the current state of GPP implementation in the participating countries, designing and delivering targeted capacity-building initiatives, establishing the GPP Ambassador Programme to promote the role of key figures capable of fostering GPP adoption within their respective institutions, and creating a transnational network of national contact points to ensure continuous knowledge exchange and coordinated long-term support.
Within this framework, the project organizes a Capacity Building Training Programme on GPP, addressed to public administration staff, procurement officers, environmental focal points, project managers, and other stakeholders involved in procurement processes. The training programme will be delivered online, with weekly sessions held between 11 March and 15 April, from 09:00 to 13:30, and will include both basic and advanced modules, offering a solid theoretical introduction as well as in-depth practical skills.
The basic modules will provide essential knowledge on the European regulatory framework for GPP and the circular economy, the main environmental requirements and criteria defined at EU level, legislative similarities and differences among partner countries, and operational tools for applying GPP within public institutions. The advanced modules will focus on case studies and practical applications, including the integration of “green” criteria into public tenders, sustainable procurement of fuels and pellets, energy efficiency, market analysis and Life Cycle Cost (LCC) calculation, as well as the application of GPP standards in waste management.
The programme aims to equip participants with the theoretical and operational tools needed to effectively integrate environmental considerations into procurement processes, strengthen compliance with European guidelines, and contribute to sustainability objectives at both national and institutional levels. A final assessment of the acquired competencies will be conducted at the end of the training; participants who successfully pass the exam will be recognized as GPP Ambassadors.
